Job Overview
PWSD#2 is seeking a highly organized and personable Utility Billing Clerk to join our team. A Utility Billing Clerk manages customer accounts, processes payments, and generates monthly bills for water services. They act as the primary point of contact for billing inquiries, service requests, and account changes while ensuring accuracy in meter data, reconciling daily receipts, and handling delinquent accounts.

Monday to Friday
7:30am – 4:00pm
Essential Job Functions
- Billing & Accounts: Prepares, calculates, and distributes monthly utility bills; maintains accurate records for active and inactive customer accounts.
- Payment Processing: Receives and processes payments via cash, check, credit card, or mail; reconciles daily mail payments.
- Customer Service: Responds to in-person, phone, and email inquiries regarding billing, high usage, or service complaints.
- Service Management: Coordinates with field staff to set up new service, disconnects, re-reads, and meter maintenance.
- Delinquent Accounts: Identifies delinquent accounts and prepares cutoff lists as needed
Key Responsibilities
- Data Entry & Reporting: Enters meter readings and updates account information in utility software.
- Error Correction: Reviews of usage reports to identify and resolve irregularities or meter issues.
- Deposit Refunds: Calculates and processes final bills and deposit refunds.
- Backflow Prevention: Maintains backflow prevention records per the rules and regulations from the State of Missouri Department of Natural Resources
- Education: High school diploma or GED required.
- Experience: Previous experience in clerical work, billing, or customer service is required
- Skills: Proficiency using Microsoft Suite, strong mathematical skills, and excellent interpersonal communication.
- Primarily office-based, involving long periods of sitting and computer use.
- Requires some lifting (e.g., records or files).
